On 3 January, the government introduced a new software for payment of salary and other expenses. However, the system has been facing technical problems for more than 20 days, which is delaying the payment process.

The government uses a system called CFMS (comprehensive financial management system) for finance management, which began in April 2019. A new version of this system, CFMS 2.0 was launched, and about 8 lakh employees were affected due to the problem of transferring software to the new system to the new system. Out of these, 3 lakh regional employees, 5 lakh teachers, and 50,000 contract workers have not received December salaries.
However, the Finance Department says that this problem may be cured by 27 January. The reason why the Chief Secretary has directed the government’s data center beltron to expedite the process.
The new software, CFMS 2.0 (CFMS 2.0), was launched under pressure from the central government, which emphasized the new version before issuing funds to Bihar. There are still problems in transferring old data to the new system and HRMS HRMS (Human Resource Management System) is not functioning properly, so employee details are not visible.

The financial account of the Bihar government has been banned, that is, there is no transaction. The payment of the Chief Minister, ministers, and MLAs is stuck and about 8 lakh employees have not received salary.
Deputy CM Emperor Chaudhary has said that some payments are being delayed, but the problem will be fixed within a week. Last time it took three months to cure similar problems with the old system.
Currently, payments of Chief Minister Nitish Kumar, Deputy CM Samrat Chaudhary, Tourism Minister Nitish Mishra, and Shravan Kumar are pending.
Apart from this, the travel bills of many senior officials, especially in December in December, are also stuck. Every month, the Bihar government spends around Rs 6,000 crore to pay its employees.
