As per Rule 4 of Special Teacher Appointment Process from 2023:
- The department will conduct the qualifying examination for all local temporary teachers through its government agency.
- This examination will be held within two years after implementing rules regarding competency assessment.
- Each local temporary teacher will have five chances to succeed in the qualifying examination.
- Those who qualify for the exam will get appointment letters from the concerned District Education Officer after their educational and professional qualifications are confirmed.
- Thereafter, an official order will be issued establishing his permanent status as Special Teacher at his previous posting, indicating the last date of his service.
- Special teachers will have to continue performing their duties till the last date. If they fail to comply, they will automatically be considered relieved of their temporary role.
- After a brief stint as a special teacher, no special teacher will have the opportunity to return to a local temporary teacher role.
- Once the educational and professional credentials are scrutinized, if they are considered satisfactory, the concerned authority (such as the District Education Officer) will approve the special teacher.
Appointment Process:
- Rule-5 (Direct recruitment under this rule) shall be substituted with the following. Appointment on humanitarian grounds for relatives of special teachers will be as per the extant policies of the Department and prescribed qualifications/eligibility.
Transfer and appointment of special teachers:
- Specialized teachers will be re-appointed by the state.
- It will be necessary for them to serve in those schools where they hold permanent posts.
- The category and distribution of teachers will be considered in transfers.
The department will develop a separate policy for transfers related to this matter.
Specific teachers may be reassigned at the district level for administrative reasons or to serve the public interest. The rights of teachers will be maintained as per the RTE Act and applicable rules.
