The Department of Education of the Government of Bihar has recently taken an important decision, which is related to the appointment of the Principal in-charge in all secondary and higher secondary schools of Bihar. This arrangement has been made for schools where regular headmaster has not been appointed or their condition is vacant. Many District Education Officers of Bihar had informed the Education Department that regular headmaster has not been appointed in many secondary and higher secondary schools of their districts. In this situation, the administrative operation of schools was being affected, causing obstruction of teaching and other activities. As a result, the department decided to create a systematic and transparent process, so that the headmaster in charge can be appointed in these schools and educational activities continue smoothly.

This order has been issued to all District Education Officers by Director of Education Department, Government of Bihar, Secondary Education. The main objective of this system is to ensure that a responsible and qualified person in each school can provide administrative and educational leadership until a regular headmaster is appointed.

The Education Department has issued a detailed guideline in this regard, in which on the basis of various circumstances it has been specified which teacher can be declared as the headmaster in charge. Detailed information has been presented in the table below :

1.यदि किसी माध्यमिक / उच्च माध्यमिक विद्यालय में कक्षा 1 से 8 के पुराने वेतनमान के प्रधानाध्यापक पदस्थापित हैं, और उनके साथ स्थानीय निकाय / बिहार लोक सेवा आयोग द्वारा नियुक्त शिक्षक पदस्थापित हैं।कक्षा 1 से 8 के पुराने वेतनमान के प्रधानाध्यापक को आधिकारिक प्रभारी घोषित किया जा सकता है।
2.यदि किसी माध्यमिक / उच्च माध्यमिक विद्यालय में पुराने वेतनमान के माध्यमिक कक्षा के सहायक शिक्षक के साथ स्थानीय निकाय के शिक्षक एवं बिहार लोक सेवा आयोग द्वारा नियुक्त शिक्षक पदस्थापित हैं।पुराने वेतनमान के शिक्षक में से वरिष्ठता के आधार पर, वही प्रभारी प्रधानाध्यापक के रूप में घोषित किए जाएंगे।वरिष्ठता का ध्यान रखना आवश्यक है।
3.यदि किसी विद्यालय में कक्षा 1 से 8 के पुराने वेतनमान के सहायक शिक्षक पदस्थापित हैं, और उनके साथ स्थानीय निकाय / बिहार लोक सेवा आयोग द्वारा नियुक्त शिक्षक पदस्थापित हैं।कक्षा 1 से 8 के पुराने वेतनमान के सहायक शिक्षक को आधिकारिक प्रभारी घोषित किया जा सकता है।
4.यदि किसी विद्यालय में केवल स्थानीय निकाय शिक्षक पदस्थापित है। वरिष्ठ स्थानीय निकाय शिक्षक को प्रभारी घोषित किया जा सकता है।केवल एक ही श्रेणी के शिक्षक की स्थिति में।
5.यदि किसी विद्यालय में केवल बिहार लोक सेवा आयोग द्वारा नियुक्त विद्यालय अध्यापक पदस्थापित है।बिहार लोक सेवा आयोग द्वारा नियुक्त विद्यालय अध्यापक को प्रभारी घोषित किया जा सकता है।एकल नियुक्ति की स्थिति।
6.यदि किसी विद्यालय में बिहार लोक सेवा आयोग द्वारा नियुक्त विद्यालय अध्यापक एवं स्थानीय निकाय शिक्षक पदस्थापित हैं।बिहार लोक सेवा आयोग द्वारा नियुक्त विद्यालय अध्यापक को प्रभारी प्रधानाध्यापक घोषित किया जा सकता है।प्राथमिकता बिहार लोक सेवा आयोग के शिक्षकों को दी गई है।

5.If only a school teacher appointed by Bihar Public Service Commission is posted in a school.The school teacher appointed by Bihar Public Service Commission can be declared in charge.Single appointment status.
6.If a school is posted in a school teacher and local body teacher appointed by Bihar Public Service Commission.The school teacher appointed by Bihar Public Service Commission can be declared the headmaster in charge.Priority has been given to teachers of Bihar Public Service Commission.

This system is a revolutionary step in the educational scenario of Bihar. Many schools had long administrative vacancies, due to which the teaching work was being affected. All the district education officials have been instructed to implement this system in their respective districts and ensure that one in-charge is the appointment of a headmaster in each school. For this, they have to evaluate seniority and qualifications of local body teachers and teachers appointed by Bihar Public Service Commission. This process should be completed in a transparent and time -bound manner so that no school has to live without leadership.

This system will also benefit the students and their parents.
