In the e-Service Book, personal and service-related information of teachers/school teachers/librarians and non-teaching staff such as appointment, confirmation, pay fixation, promotion, transfer, departmental action, educational and pre-educational qualification, award, leave, etc.
along with all educational and pre-educational certificates will also be a part of the e-Service Book. It is worth mentioning that the main objective of making all educational and pre-educational certificates a part of the e-Service Book is that these certificates can be viewed by any officer at any level.
- All the educational and pre-educational certificates uploaded by school teachers and teachers of local bodies who have passed the competency test while applying to the Bihar Public Service Commission (BPSC) and Bihar School Examination Board (BSEB) respectively will be a part of the e-Service Book. Apart from this, all the educational and pre-educational certificates of the remaining working teachers/school teachers/librarians and non-teaching staff will be obtained and made a part of the e-Service Book.
- In light of the new transfer policy of teachers, after posting of teachers in the new school, the Aadhaar verification of the school teacher and the teachers of the local body who have passed the competency will be done through Biometric Authentication Aadhaar verification. The thumb impression and photo of these teachers, which was taken during the online examination, will also be verified. This work will be done in a phased manner from the office of all the concerned District Education Officers. Thereafter, the process of maintaining the e-Service Book will be started.
- In such a case, the school teachers and teachers of the local bodies who have passed the competency test must assure themselves that all the educational and pre-educational certificates uploaded while applying to the Bihar Public Service Commission (BPSC) and Bihar School Examination Board (BSEB) respectively are correct.
- Apart from the teachers mentioned in clause 4, all the educational and pre-educational certificates received from the remaining working teachers/librarians and non-teaching staff will also be verified. In such a situation, it is necessary that the concerned teacher/staff while providing the certificates should assure themselves that the certificate being provided by them is correct. Thereafter, the e-Service Book of these staff will be maintained according to the same procedure.
- It is noteworthy that in the e-Service Book of all categories of teachers/school teachers/book/librarians and non-teaching staff working in government schools, information related to the entire service period of the personnel, educational and pre-educational qualifications, awards, leave, etc. along with biometrics will also be maintained. It is to be noted that the department often receives such complaints that the educational and pre-educational certificates, biometrics, etc. provided by the employees are being/have been tampered with. In such a situation, by observing this e-Service Book, the department can get these documents checked at any level and at any time to find out whether any employee has tampered with his certificates during his service or before joining the service.
In light of the above, it is directed that the departmental decision be circulated among all categories of teachers/school teachers/librarians and non-teaching staff working under them. It should also be circulated that if during this process any error is found in the educational and pre-educational certificates and biometrics etc. of any teacher/school teacher/librarian and non-teaching staff at any time, then legal action will be taken against the concerned staff as per rules.
