The government of Bihar has introduced New Rules for hiring teachers for secondary (Classes 9-10) and higher secondary (Classes 11-12) in Government, Government-aided, Project, Upgraded, and Newly Formed Higher Secondary Schools.

Since 2008, teacher appointments have been based on the guidance of the Bihar Public Service Commission, and the Bihar State School Teachers Rules have been in place since 2023. Below are the main aspects of the updated guidelines:

Teacher Limits:

  • A maximum of 16 higher secondary educators may be appointed in Government/Government-aided/Project Higher Secondary Schools.
  • A maximum of 14 higher secondary educators can be hired in Upgraded/Newly Formed Higher Secondary Schools.

Note: A maximum of 08 secondary teachers (excluding special teachers) are fixed for Government/Governmental/Project/Upgraded/Newly Established Higher Secondary Schools and a maximum of 06 for Upgraded/Newly Established Higher Secondary Schools.

Language Teacher Requirements:

  • Recruitment for teachers of Hindi, English, Urdu (for Urdu-speaking pupils), and Sanskrit (for students studying Sanskrit) will depend on the number of students enrolled in these languages.

Music Educator Standards:

  • Only one music educator (for either secondary or higher secondary levels) will be hired in the educational institutions.

Enrollment and Educator Needs:

  • A section may be formed if a class has more than 60 students, necessitating additional educators. The number of teachers will be based on student enrollment and class necessities. Educators are expected to conduct the maximum number of lessons daily.
  • If there is a requirement for more than two educators for one subject, authorization must be obtained from the Director of Secondary Education.

Teacher Transfer:

  • Teacher relocations will adhere to the department’s established transfer policies if required.

Ultimately, all educational institutions must input the approved number of secondary and higher secondary educators and the necessary teacher information into the e-Shiksha Kosh portal within 3 days. Previous regulations on this topic have been updated to align with these new guidelines.

These regulations have been sanctioned by the relevant authority.
