It can also be called Bihar Government Government Servants Probation Period Rules 2024, these rules apply to the entire state of Bihar. They come into effect immediately.

In these rules, the following terms have the following meanings:(1) State Government: Government of Bihar.(2) Government servant: A person newly appointed to a job in the Government of Bihar (except the Bihar Judicial Service), by virtue of the relevant service or cadre rules.(3) Appointing authority: The person or authority responsible for appointments as specified in the rules for a specific post.(4) Cadre controlling authority: The authority in charge of managing the cadre for a specific post as specified in the relevant rules.(5) Department: The department which supervises a Government servant under these rules.(6) Commission: Any Commission such as the Bihar Public Service Commission, Bihar Technical Service Commission, Bihar Staff Selection Commission, or any other Commission established for the recruitment of Government servants.(7) Central Examination Committee: The Committee under the Board of Revenue which conducts and regulates departmental examinations for Government servants.(8) Departmental examination: An examination for Government servants as prescribed by the Central Examination Committee.(9) Induction training: The initial training required for newly appointed Government servants.

Probation Period:

Government employees who are recruited directly on the basis of the Commission’s recommendation will have a probation period of one year.

  • If their performance during this period is not satisfactory, the probation period may be extended for another year.
  • If their performance is not satisfactory even during the extended period, their service may be terminated.

Training:

  1. Induction Training Requirement:

All Government servants appointed through the Commission’s recommendation must complete induction training during their probation period.

  1. Examination during Training:

The trainees must pass an examination conducted by the training institute during the training period.

  1. Training Period:

Induction training lasts for one year and is divided into four phases:

(a) First Phase (2 months):

  • An institutional orientation programme organised by BIPARD for all services/cadres.
  • The focus is on personality development and training in general government rules like Conduct Rules, Bihar Service Code, Right to Information and Retirement Benefits.
  • Includes training on law, grievance redressal and other important topics.
  • The trainees will also participate in Bharat Darshan (educational tour).

(b) Second Phase (3 months):

  • Service-specific training is organised by the controlling department at BIPARD or their own training institute.
  • A nodal officer will coordinate the training content in consultation with BIPARD.

(c) Third Phase (6 months):

  • Field attachment training, planned by the controlling department with BIPARD.
  • The trainees work under senior officers whose roles match their future duties (for example, Revenue Officers with Additional Collectors).
  • The trainees will take up independent responsibilities for junior positions to gain practical experience (for example, Revenue Officers will act as Circle Inspectors for a month).
  • The probationers will also prepare projects related to their work.

d) Fourth Phase (1 month):

  • Final institutional training, conducted by BIPARD.
  • The trainees will submit their project work and undergo secretarial training by working with various secretariat departments.
  1. Special Manuals for Field Training:
  • Separate manuals will be prepared for the third phase training.
  • The Building Construction Department, in coordination with BIPARD, will prepare the manuals for the works departments.
  • The Health Department will prepare the manual for doctors in collaboration with BIPARD.
  1. Training for non-gazetted employees:
  • The controlling department may adjust the training period or phases for non-gazetted employees based on specific service requirements.

Service Confirmation:

The service of a government employee will be confirmed if they:

  1. Successfully complete the probation period.
  2. Finish the required induction training.
  3. Pass all the required departmental examinations.
  4. Fulfill any other conditions mentioned in the service or cadre rules.

Overriding Effect:

If there is any conflict between these rules and the existing service or cadre rules of the State Government, these rules shall take precedence.
